54. The council of a local municipality, by the affirmative vote of the absolute majority of its members, may make by-laws to extend the limits of the municipality by annexing thereto for municipal purposes any other contiguous city or town municipality or part thereof.
Such by-law shall contain a complete description of the territory to be annexed and set forth the terms and conditions on which it shall be so annexed.
