291. Notwithstanding any contrary provision of this Code, in a local municipality of 1 000 inhabitants or more, the council may, by by-law passed by a two-thirds majority of its members and approved by the Minister of Municipal Affairs, order that at any general election, beginning with the second general election following the coming into force of the by-law, all the seats on the council may be put up for nomination and that the length of the term of the persons proclaimed elected at that election will be two years or three years.
A by-law contemplated in the first paragraph may not be repealed. It may only be amended to change the length of the term provided for in the by-law. Such an amendment does not have the effect of curtailing or extending the term of the council members in office at the time of its coming into force.
