281. At the first general election held after 1 November 1916, as well as at the first general election in every local municipality erected thereafter, or in which there is no council, or in any territory forming of itself a municipality, when the requirements of the law are fulfilled, a mayor and six councillors must be elected, or in default of election, appointed, who go out of office and are replaced in the manner indicated in article 111 and in article 283.
