280. In every local municipality newly erected, or in which there is no council, or in any territory which forms, by itself, a municipality, when it fulfils the requirements of the law to the satisfaction of the Minister of Municipal Affairs, the first election of mayor and councillors must be held on the day fixed by the Minister of Municipal Affairs.
