218. Every secretary-treasurer of a local or county corporation, who neglects or refuses to comply with article 216 or 217, and to furnish all the information set forth in the forms prescribed by the Lieutenant-Governor or by the Minister of Municipal Affairs, if such forms have been sent to him by the latter in the course of or before the month of December preceding, is liable to a fine of not less than $50 nor more than $200, and costs.
