148. The council of a regional county municipality shall hold regular sittings at least once every two months, including one on the fourth Wednesday in November. The council of a local municipality shall hold regular sittings at least once a month.
The council shall determine the schedule of its regular sittings, setting the date and time of each sitting, before the beginning of the calendar year. Any documents useful in making decisions must, barring exceptional situations, be available to the members of the council not later than 72 hours before the time set for the beginning of the sitting.
However, the council may decide that a regular sitting is to begin on a date and at a time other than that specified in the schedule.

However, the council may decide that a regular sitting is to begin on a date and at a time other than that specified in the schedule.

The ordinary or general sittings of the council of a regional county municipality are held at least once every two months, on the days fixed by by-law of the council, one of such sittings being held on the fourth Wednesday in November. Those of a local council are held on the first Monday in each month, unless otherwise provided by the council.
At the sitting held in November, the council of the regional county municipality must, in particular, adopt the budget of the municipality for the next fiscal year.
The Minister of Municipal Affairs and Regions may, of his own initiative, permit the councils of the regional county municipalities or a category of them to adopt the budget at a sitting subsequent to the regular sitting of November, held not later than the date he fixes.
On sufficient proof that the council of the regional county municipality is unable to adopt the budget at the regular sitting of November or, where such is the case, within the time fixed by the Minister under the third paragraph, the Minister may grant therefor such additional time as he may fix.

On sufficient proof that the county council was unable to make the estimates provided for in article 975 at the regular sitting of November or, if such is the case, within the time fixed by the Minister under the third paragraph, the Minister may grant therefor such additional time as he may fix.
