42. To obtain a permit or a specialist’s certificate, a person must
(1)  hold a diploma recognized as valid for that purpose by regulation of the Government under the first paragraph of section 184;
(2)  obtain equivalence of his diploma or training in accordance with a regulation under paragraph c of section 93;
(2.1)  have the professional competence required in a regulation made under paragraph c.2 of section 93 and meet the terms and conditions determined in the regulation; or
(3)  hold a legal authorization to practise his profession outside Québec under subparagraph q of the first paragraph of section 94 and meet the conditions for the issue of a permit or certificate determined in that paragraph.

42. To obtain a permit or a specialist’s certificate, a person must
(1)  hold a diploma recognized as valid for that purpose by regulation of the Government under the first paragraph of section 184;
(2)  obtain equivalence of his diploma or training in accordance with a regulation under paragraph c of section 93; or
(3)  hold a legal authorization to practise his profession outside Québec under paragraph q of section 94 and meet the conditions for the issue of a permit or certificate determined in that paragraph.

42. Subject to any special act, no person may obtain a permit or a specialist’s certificate unless he holds a diploma recognized as valid for such purpose by regulation of the Government made under the first paragraph of section 184 or a diploma recognized as equivalent by regulation of the Bureau of the order issuing such a permit or certificate, as the case may be.
Notwithstanding any provision of any special act, a permit or a specialist’s certificate may however be issued to a person who does not hold a diploma referred to in the first paragraph, but whose training is recognized as equivalent by the regulations of the Bureau of the order issuing such permit or such certificate, as the case may be.

42. Notwithstanding any provision of any special act, a permit or a specialist’s certificate may however be issued to a person who does not hold a diploma referred to in the first paragraph, but whose training is recognized as equivalent by the regulations of the Bureau of the corporation issuing such permit or such certificate, as the case may be.
