81. It is forbidden to obstruct, by means of a gate or any other obstacle, access to and free traffic on a highway laid out, even on private property, as a winter road for the traffic of motor vehicles and used as a deviation for a highway maintained by the Gouvernement du Québec or by a municipality, or by both.
Any officer or employee of the Department is authorized to remove and destroy, without any indemnity to the owner, any gate or other obstacle placed at the entrance or elsewhere on any such deviation road.
It is forbidden to throw or deposit on a public highway any glass, bottle, nails, wire, tin cans or any other thing liable to injure a human being or animal or damage a vehicle.
Whoever drops or throws refuse on the public highway must remove it or have it removed.
Whoever moves or tows a damaged vehicle from a public highway, shall remove all articles that have fallen therefrom.
