77. In the case of a pleasure vehicle manufactured in or imported into Canada before 1 January 1974, sections 67, 68, 69, 70 and 74 do not apply to that part of the seat belt called the “upper torso restraint” and intended to restrain the movement of the chest and shoulder regions.
