74. No person shall, on a public highway, drive a pleasure vehicle in which a passenger not described in paragraphs a and c of section 72, being five years of age or over but under sixteen years of age, is seated in front, and in which the position occupied by such passenger is equipped with a seat belt in accordance with the Motor Vehicle Safety Act, unless that passenger is wearing such seat belt properly fastened.
