68. No person shall drive a pleasure vehicle on a public highway if the seat belt provided for the driver of such vehicle in accordance with the Motor Vehicle Safety Act has been removed, altered or put out of service, unless it has been replaced by another seat belt that conforms to the said act.
Nor shall any person drive such a vehicle if the seat belt provided in accordance with the Motor Vehicle Safety Act for a position occupied by a passenger in the front seat of the vehicle has been removed, altered or put out of service unless it has been replaced by another seat belt that conforms to the said act.
