61. (1)  The Minister of Transport may prohibit, for such period as he may specify, traffic on any public highway of which the maintenance is wholly or partly at the charge of the Gouvernement du Québec, or on any part of such highway either for the carrying out of work thereon, or to protect it in periods of thawing or in rainy periods.
Any notice, gate or other device, placed by an employee of the Ministère des Transports or on the instructions of an officer or employee of such department, at the entrance to a highway or part of a highway, prohibiting the operation of vehicles thereon, shall constitute proof of the prohibition decreed by the Minister of Transport.
(2)  Any municipal corporation may exercise such right in respect of public highways situated in its territory the maintenance of which is not, wholly or partly, at the charge of the Gouvernement du Québec.
(3)  During periods when traffic is prohibited under this section, no motor vehicle or animal-drawn vehicle shall have the right to pass over a highway or part of a highway where traffic is prohibited.
Nevertheless, when traffic is prohibited because of thawing or rain, vehicles which, load included, do not exceed the mass limit fixed by regulation under paragraph c of section 53, may operate thereon, at a speed not exceeding the limit authorized by such regulation.
