58. (1)  Notwithstanding any contrary or inconsistent legislative provision, every by-law, resolution or ordinance, or part of a by-law, resolution or ordinance, of a municipal council or of the competent authority of an urban or regional community, adopted after 1 August 1976, that regulates the speed of motor vehicles on a public highway must, to come into force, be approved by the Minister.
(2)  Every by-law, resolution or ordinance, or part of a by-law, resolution or ordinance, of a municipal council or of the competent authority of an urban or regional community, in force on 1 August 1976, that regulates the speed of motor vehicles on a public highway must, within eighteen months following 1 August 1976, be approved by the Minister, failing which it shall become inoperative.
