53. The Government may, by regulation:
(a)  classify the public highways of Québec for the purposes of the operation of motor vehicles of all kinds;
(b)  establish classes of motor vehicles and combinations of vehicles according to load, number of axles, axle type and configuration, tire and suspension specifications, or any other mechanical or physical specification;
(c)  establish categories of axles;
(d)  fix, for the classes of public highways mentioned in subparagraph a, in regard to the classes and categories mentioned in subparagraphs b and c,
i.  the maximum axle load of motor vehicles and combinations of vehicles;
ii.  the total loaded mass of motor vehicles and combinations of motor vehicles; and
iii.  the maximum dimensions of motor vehicles and combinations of vehicles;
(e)  reduce, during thaw periods and rainy periods, the maximum axle load and total loaded mass of motor vehicles authorized for operation on public highways, and fix speed limits for them in such periods;
(f)  determine thaw periods and rainy periods at the places it may indicate;
(g)  regulate the presence and operation of motor vehicle trains on public highways;
(h)  take the steps required to regulate the dimensions and mass of any motor vehicle, load included, operating on a public highway.
The Government may generally or specially delegate, to the Minister, the exercise of the powers provided by subparagraphs e, f and g.

(h)  take the steps required to regulate the dimensions and weight of any motor vehicle, load included, operating on a public highway.
