41. No person may drive a moped on a public highway:
(a)  unless he is at least eighteen years of age, or
(b)  unless, if he is not yet eighteen, he is at least fourteen years of age and is the bearer of a document, signed by the person having the custody of such driver, certifying the age of the driver and the fact that he is authorized to drive a moped on a public highway.
