31. (1)  Every motor vehicle, except a motorcycle, when operated on a public highway, must be provided at all times with two systems of brakes in good operating order and sufficiently powerful to stop the vehicle quickly in case of need and to hold it when it is stopped.
A motorcycle must be provided with two brakes, one on the front wheel and the other on the rear wheel, with an independent control for each brake; such brakes must be in good operating order and be sufficiently powerful to stop the motorcycle quickly in case of need and to hold it when it is stopped.
A bicycle or moped must be provided with a brake on the rear wheel; such brake must be in good operating order and be sufficiently powerful to stop the bicycle or moped quickly in case of need.
Every trailer or semi-trailer having a mass of 1360 kg or more, including the load, must be provided with brakes adequate to stop and hold such vehicle.
(2)  Any policeman or law enforcement officer is authorized, at any time, to inspect the brakes of a vehicle. If he has reason to believe that they are defective and that the said vehicle is a source of danger, he shall order it to be taken to the nearest garage.
(3)  The exhaust pipe of every motor vehicle, including a motorcycle, must be provided with a muffler in good condition.
The muffler of a motorcycle must, from 1 January 1975, conform with the standards established by regulation.
