24. Every license shall expire on the last day of February which immediately follows the date of its issue, unless it has been cancelled before the expiry of the term for which it was issued, and shall be renewable on the 1st of March following, upon payment of the established fees; provided, however, that the person applying for a license has not been convicted of an offence which would prevent the issue of such license to him.
