19. The privilege conferred by section 10, respecting the registration of a motor vehicle owned by a person having his residence or place of business outside of Québec, shall apply, mutatismutandis, to the permit required to drive such a motor vehicle on the public highways of Québec, with the same restrictions and subject to the same conditions. In every other respect, such person shall be subject to the provisions of this act and to the regulations passed thereunder, while possessing or driving a motor vehicle in Québec.
