18. (1)  Competence to drive a motor vehicle shall be established by means of examinations undergone before persons authorized for such purpose by the Régie and in accordance with the provisions of the regulations made in that regard by the Government under subparagraph u of subsection 1 of section 109.
(2)  Every physician must report to the medical director of the Régie at Québec the name and address of every patient 16 years of age or over whom he considers medically unfit to drive a motor vehicle.
No recourse in damages may be brought against a physician for having complied with this paragraph.
The report contemplated in the first paragraph shall be kept as information for the Régie and not made public. It cannot be used as evidence in any suit or judicial proceedings, except in the application of this section.
