15. The license or the permit shall be applied for by following the formalities prescribed by the Régie, and by paying to said Régie the required amount of fees; it shall be granted by the approval given by the Régie to the application, and be established by the certificate issued by it.
No driver’s permit shall be issued or renewed unless the person applying therefor has paid to the Régie, in addition to the duties exigible, the amount fixed under Title V of the Automobile Insurance Act.
Every amount collected by the Régie is paid to the Régie de l’assurance automobile du Québec after deducting the reimbursements and taking into account the adjustments resulting from agreements and the collection costs determined by the Government.
