119. If the person in charge of the motor vehicle involved in the accident is also the owner of same, or if, in the opinion of the court, the judge or the magistrate, the owner has been guilty of gross fault, negligence or imprudence in allowing the operator or chauffeur to drive such vehicle, the court, the judge or magistrate who heard the case may also suspend, for a period not exceeding three months, the registration certificate of the vehicle and make any order which he deems proper to have the registration plate of such vehicle removed and kept in a safe place, during the time of such suspension.
