109. (1)  The Government may:
(a)  Alter the fees payable under this act in connection with licenses, permits and registrations, change the basis of the rates, establish new rates, establish the price of the registration markers, and make new regulations with respect thereto;
(b)  Alter the maximum of speed of autobuses, commercial vehicles and delivery cars, when used on all or certain public highways and in all or certain localities;
(c)  Determine the fees to be paid for the use of combinations of vehicles on all or certain public highways and in all or certain localities;
(d)  Determine the classes of driver’s permits and fix the conditions for the issue of such permits;
(e)  Require that operators of motor vehicles pass an examination to establish their competency to drive such motor vehicles and regulate driving schools;
(f)  Require a certificate of eyesight and hearing capacity to drive motor vehicles or certain of them;
(g)  Prohibit and cause the removal of signboards which, by their form, colour or position, might be confused with the traffic signs, or which, by their number or that which they display, might interfere with the operation of motor vehicles;
(h)  Classify garages;
(i)  Establish and regulate direction and stopping signals given from a motor vehicle with the hand or an apparatus;
(j)  Regulate the establishment and the keeping of camps for tourists in Québec;
(k)  Require and regulate the use on taxis, except the ambulance and the hearse, of devices to establish or register automatically the price to be charged for the fare;
(l)  Make arrangements with other governments respecting the registration of a motor vehicle, and respecting the license of the person driving such motor vehicle, and modify the restrictions established in section 10 of this act;
(m)  Regulate the issue of international cards and plates and travel permits;
(n)  Establish means of identifying motor vehicles and methods to verify their ownership;
(o)  Establish a system of registration of the right of ownership for each of the motor vehicles possessed in Québec or for certain of them;
(p)  Change the dates of permits, licenses and registration certificates, and modify the fees payable for registrations made or licenses or permits issued on or after the 1st of September of each year;
(q)  Take means to ascertain the accidents caused or suffered by motor vehicles, and take the measures required to prevent another accident from happening at the same place or from being caused by the same person;
(r)  Exact from automobile insurance companies reports of their operations;
(s)  Cause to be inspected brakes, steering apparatus and the other parts and accessories of a motor vehicle used to prevent accidents and regulate the sale and use of brakefluid, the fastening of loads and the transportation of explosives;
(t)  Prohibit or regulate the parking of motor vehicles on public highways outside of cities and towns and determine what constitutes parking;
(u)  Prescribe particulars for the examination as to competency of drivers and chauffeurs, determine the matters on which such examinations shall bear, fix the fees exigible for such examinations and decide the form and contents of the certificates of competency issued by the examiners;
(v)  Determine the form for applications and certificates of registration, for licenses and permits and that of the oath to accompany such applications;
(w)  Order at what place and how a permit to drive a motor vehicle, of any kind whatsoever, must be applied for, obtained or reissued, and this subject to section 126;
(x)  In the case of a motor vehicle, with or without a trailer, or with or without a semi-trailer determine the volume and mass of gasoline which may legally be transported by the said motor vehicle or by any trailer or semi-trailer;
(y)  Prescribe the kind and maximum power of the lamps with which every motor vehicle must be provided and determine the position, direction and focus thereof;
(z)  Subject to the provisions of paragraphs a and b of subsection 12 of section 39, prohibit or regulate the use of intermittent lights on motor vehicles;
And make all other regulations which may be deemed necessary for the carrying out of this act.
(2)  All regulations, made by the Government under the authority of this act, shall, after their publication in the Gazette officielle du Québec have the same force and effect as if incorporated in this act.
(3)  The Government may also, by regulation:
(a)  Change and regulate the use and placing of lamps and the colour and strength of their lights;
(b)  Require that all or certain classes of motor vehicles be provided with devices to register the speed made per hour when they are in motion, and regulate the use of such devices;
(c)  Require that autobuses, commercial vehicles and delivery cars be provided with devices to automatically limit the speed thereof, and regulate the use of such devices;
(d)  Regulate and require the use of devices to do away with the glare caused by headlights;
(e)  Require and regulate the use of devices or other means to prevent accidents, or thefts of motor vehicles, on the public highways;
(f)  Notwithstanding section 1, enact that the words “motor vehicle” or “automobile” include every other means of transport and determine which sections of this act apply thereto.
(g)  establish standards respecting mufflers and mudguards on motorcycles;
(h)  appoint mandataries on such conditions as it may determine to effect the registration of motor vehicles and all related operations on behalf of the Régie, and fix their remuneration.
