10. (1)  The following motor vehicles shall be exempt from registration, under the following restrictions, to wit:
(a)  Any pleasure vehicle possessed in Québec by a person who does not reside therein. The exemption shall be valid during a period of three months, if his residence is more than 16 km distant from Québec, and during the year, if it is situated at a distance of 16 km or less, from Québec;
(b)  Any commercial vehicle possessed in Québec by a person having no place of business in Québec, but who has a permanent place of business in a province or in a neighbouring state, provided that, if such permanent place of business is less than 8 km distant from Québec, such commercial vehicle be not operated in Québec beyond a radius of 16 km of such permanent place of business, or, provided that, if such permanent place of business is more than 8 km distant from Québec, such commercial vehicle be not operated in Québec except on the occasions permitted by the Régie and for periods of time limited by the latter;
(c)  In the case where the law of the place of such residence or place of business does not grant the same privilege to Québec or grants less, the privilege granted by this subsection 1 shall be null or be diminished to the same extent.
(d)  Any motor vehicle possessed in Québec which is not used in any way and from which the tires are removed.
(2)  The exemption mentioned in subsection 1 of this section shall exist only:
(a)  If the motor vehicle is registered as required by the law of the place of such residence or of such place of business, and if the person operating it is authorized so to do by the same law;
(b)  If the motor vehicle carries the registration markers of such place for the current year, and the other accessories required by the laws of Québec;
(c)  If such person furnishes, at the request of the Régie, evidence of such registration and of such authorization, and conforms in every way to the laws of Québec respecting traffic, and to the regulations made thereunder, during his stay in Québec.
