11. A handicapped person or a public institution may be authorized to use parking spaces reserved for the exclusive use of handicapped persons and be given an identification sticker and a certificate of issue to that effect.
The sticker and the certificate are issued upon payment of the fees prescribed by regulation.
A public institution is a public institution within the meaning of the Act respecting health services and social services (chapter S-4.2) or the Act respecting health services and social services for Cree Native persons (chapter S-5) that owns a motor vehicle equipped with devices to secure wheelchairs against movement.
The Société is responsible for the application of this section according to the rules established by agreement between the Société and the Minister of Transport.

11. The Société may, on the terms and conditions determined by regulation, issue to a handicapped person an identification sticker authorizing the person to use parking spaces reserved for the exclusive use of handicapped persons.
Such sticker is issued upon payment of the fees fixed by regulation.
The Société may also issue such a sticker to a public institution within the meaning of the Act respecting health services and social services (chapter S-4.2) or the Act respecting health services and social services for Cree Native persons (chapter S-5) that owns a motor vehicle equipped with devices to secure wheelchairs against movement.

Upon application and payment of the fee prescribed by regulation, an identification sticker is issued by the Société to every handicapped person who is the owner of a road vehicle and the holder of a driver’s licence and complies with the standards, conditions and formalities prescribed by regulation.
The Société may in addition, in such cases and on such conditions as are prescribed by regulation, issue an identification sticker
(1)  to a handicapped person who is not the owner of a road vehicle but who satisfies every other requirement of the first paragraph;
(2)  to a public institution within the meaning of the Act respecting health services and social services (chapter S-4.2) or the Act respecting health services and social services for Cree Native persons (chapter S-5) which owns a motor vehicle equipped with devices to secure wheelchairs against movement.
