205. Whenever the deputy returning officer does not understand the language spoken by any such person presenting himself to vote, he shall swear an interpreter, who shall be the means of communication between him and such person with reference to all matters required to enable the latter to vote. If the deputy returning officer be unable to find an interpreter such person shall not be allowed to vote.
