20. In a municipality newly incorporated as a city or town before 1 August of any year, the first general election of the members of the council shall be held on the first Sunday of November following; in every other case, it shall be held on the first Sunday of November of the following year; the members of the council of the former municipality shall remain in office until their term expires in accordance with the Act respecting elections and referendums in municipalities (chapter E-2.2).
The officers and employees of the former municipality shall remain in office until they resign or are dismissed according to law.

20.
