19. (Repealed).

19. (1)  The Government may make a tariff of fees to be paid on every application for letters patent and supplementary letters patent, and may change or amend it at its discretion; it may designate the department through which the issue thereof shall take place, and may prescribe the form of proceedings and the records to be kept in respect thereof, and all other matters requisite to carry out the objects of this division.
(2)  Such fees may be made to vary in amount in proportion to the population of the municipality concerned or otherwise.
(3)  No steps shall be taken in any department towards the granting of any letters patent or supplementary letters patent under this division until the amount of all fees therefor shall have been paid.
