14. Every person who refuses or neglects, without reasonable cause, to perform any act or duty imposed upon him by any provision of this Act or of the charter, or required of him under such provisions, is liable, over and above any damages for the damage caused, to a penalty of not less than $20 nor more than $50, except in cases otherwise provided for.

14. 14. Whoever refuses or neglects, without reasonable cause, to do any act or duty imposed upon him by any provision of this act or of the charter, or required of him in virtue of such provisions, shall be liable, over and above the damages caused, to a penalty of not less than four dollars nor more than twenty dollars, except in cases otherwise provided for.
