119. If the mayor or a councillor sits or votes at a sitting of the council or of a committee of the council without having the qualifications required by law, he is liable to a fine of from $100 to $200, in addition to the costs, for each sitting which he attends, and to the same penalty for each vote given by him at such sitting.
