19. (Repealed).

19. Proceedings may be instituted under section 18 by the Attorney General or, upon a resolution of the Bureau, by the corporation.
When proceedings are instituted by the Attorney General, the fine collected shall be paid into the consolidated revenue fund; when proceedings are instituted by the corporation, it shall receive payment of the fine collected.
