49. Every railway company shall make such rules and regulations, to be observed by the conductors, engine-drivers, motormen and other officers and servants of the company, and by all other companies and persons using the railway of such company, and such regulations, with regard to the construction of the carriages and other vehicles to be used in the trains of the railway of the company, as are requisite for ensuring the complete carrying out of the provisions of this act, and the orders and regulations of the Minister of Transport.
