218. The Commission des transports, or any person appointed by it to make any inquiry and report, may:
(1)  Enter into or inspect any places and buildings being the property of or under the control of either company, the entry or inspection of which appears to it to be expedient;
(2)  Inspect any works, motors, cars, carriages or property of either company;
(3)  Require the attendance of all such persons as it thinks fit to call before it, and examine or require answers or returns to such inquiry as it thinks fit to make;
(4)  Require the production of books, papers, plans, specifications, proofs and documents relating to the matters before it.
