198. Any engineer, appointed as aforesaid to inspect any railway or works, may, at all reasonable times, upon producing his authority, if required, enter upon and examine the said railway and the stations, fences or gates, road-crossings, cattle-guards, works and buildings, and the engines, cars and carriages belonging thereto.
