97. The city may pass by-laws to:
(a)  supply drinking water in its territory;
(b)  maintain, manage and operate its drinking water treatment plants or works and its water mains;
(c)  determine the conditions for any connection to its waterworks;
(d)  rent meters, if necessary.
The by-laws adopted under the first paragraph require the approval of the Minister of Sustainable Development, Environment and Parks.
