82. In the exercise of their functions, the officers or employees of the city charged with the application of the by-laws passed under section 19 of the Municipal Powers Act (chapter C‐47.1) as regards residual materials management may, at any reasonable time, enter sites where residual materials are removed, sites for disposing of residual materials or residue, or a residual materials upgrading establishment for the purpose of examining any substance, apparatus, machine, works or installation thereon or therein.
Such officers or employees may also require the production of the books, registers and documents relating to the matters to which such by-laws apply and any other information they consider necessary or useful.
