21. (1)  The Minister of Justice, pursuant to instructions which he may receive from the Government, shall supply and transmit to each registry office all the registers necessary for the carrying on of a registry office, whenever, according to a report of an inspector, one or more registers are required for the proper working of the office.
The cost of such registers shall be paid out of the register fund of the Ministère de la Justice.
(2)  This section shall not apply to registrars who have supplied at their own expense the registers in use on 14 March 1912 (the date of the coming into force of chapter 44 of the statutes of 1912 (1st session)), except in so far as and whenever new registers are, according to the report of an inspector, needed for the good working of their offices.

21.
