51. The application for admission shall be made by a petition to the Executive Committee and shall be accompanied by a certificate by the competent officer establishing that the petitioner is a member in good standing of the bar of another province or a territory of Canada, has been practising the profession for at least three years and has never been condemned to a disciplinary penalty.
