41. When Parliament is not in session or, when it is in session, between the time when the National Assembly adjourns and the date fixed for the resumption of its work when such date is later than the twentieth day following the date of the adjournment, if any unforeseen expenditure not provided for by Parliament is urgently and immediately required for the public good, upon the report of the Minister that there is no legislative provision, and of the minister responsible that the necessity is urgent, the Government may order a special warrant to be prepared for the issuing of the amount estimated to be required; such warrant shall be signed by the Lieutenant-Governor and the amount thereof shall be placed by the Minister in a special account, against which warrants may, from time to time, issue in the usual form, as they may be required.
