39. (Repealed).

39. The estimates shall indicate separately the permanent appropriations already authorized by law and which do not require an annual vote by Parliament, and the amounts for which an expenditure must be authorized by a vote of Parliament.
The estimates shall also indicate the amount of amortization of capital assets.
