25. The Conseil du trésor may make regulations respecting the accounting system to be used in the departments and public bodies it designates, the financial information to be provided by them, and the issuing of warrants for payment and the accounting for public moneys in such departments and bodies.
It may also make regulations, applicable to the government departments and to any body which it designates whose members are appointed by the Government, respecting, subject to section 49 and to any other act, accounts, fees or costs of providing services or using installations, conditions for leasing, and leases and alienation of property and the collection and administration of public moneys.

25. The Conseil du trésor may make regulations respecting the method of book-keeping to be used in the departments and in any body which it designates and whose members are appointed by the Government, and the issuing of warrants for payment and the accounting for public moneys in such departments and bodies.
It may also make regulations, applicable to the government departments and to any body which it designates whose members are appointed by the Government, respecting, subject to section 49 and to any other act, accounts, fees or costs of providing services or using installations, conditions for leasing, and leases and alienation of property and the collection and administration of public moneys.
