22. The Conseil du trésor exercises the powers of the Government in all matters respecting the approval of organization plans for government agencies other than those whose staff is appointed under the Public Service Act (chapter F-3.1.1), the conditions of employment of the staff of the agencies and the staff required for the management of such agencies.
The Conseil du trésor also exercises the powers conferred on the Government regarding the preparation and application of the general administrative policy to be followed in the public service and in the agencies contemplated in the first paragraph.
It also exercises the powers conferred upon the Government under the Act respecting the Civil Service Superannuation Plan (chapter R-12) and the Act respecting the Teachers Pension Plan (chapter R-11), except in the matter of approval or authorization of agreements or understandings, or the retirement of deputy ministers.

22. The Conseil du trésor also exercises the powers conferred on the Government regarding the preparation and application of the general administrative policy to be followed in the public service and in the agencies contemplated in the first paragraph.
It also exercises the powers conferred upon the Government under the Act respecting the Civil Service Superannuation Plan (chapter R-12) and the Act respecting the Teachers Pension Plan (chapter R-11), except in the matter of approval or authorization of agreements or understandings, or the retirement of deputy ministers.

22. The Conseil du trésor approves the regulations made under the Civil Service Act (chapter F-3.1) by the Minister of Civil Service and by the Office du recrutement et de sélection du personnel de la fonction publique, and it shall exercise the other powers conferred upon it by the said act.
The Conseil du trésor exercises the powers of the Government in all matters respecting the approval of organization plans for Government agencies other than those contemplated in the Civil Service Act, the staff required for the management of such agencies, and, subject to the Civil Service Act, the preparation and application of the general administrative policy to be followed in the civil service and the conditions of employment of the staff of the Government departments and agencies.
It also exercises the powers conferred upon the Government under the Act respecting the Civil Service Superannuation Plan (chapter R-12) and the Act respecting the Teachers Pension Plan (chapter R-11), except in the matter of approval or authorization of agreements or understandings, or the retirement of deputy ministers.

22. The Conseil du trésor shall exercise the powers of the Gouvernement in all matters respecting the approval of organization plans for government departments and bodies, the civil servants required for the management of such departments and bodies, the conditions of employment of their staff and the preparation and application of the general administrative policy followed in the civil service.
It shall also exercise the powers conferred upon the Gouvernement under the Civil Service Department Act (chapter M-18), the Civil Service Act (chapter F-3), the Act respecting the Civil Service Superannuation Plan (chapter R-12) and the Act respecting the Teachers Pension Plan (chapter R-11).
Nevertheless, it shall not exercise the powers granted by the said acts to the Gouvernement respecting the approval or authorization of arrangements or agreements, the retirement of the deputy ministers or other officers of equivalent rank, the conferring of powers and duties, and appointment or dismissal.
