72. (1)  The Commission may make, amend or repeal such regulations as it may deem necessary for carrying out the provisions of this act and to meet cases not specially provided for therein. A certified copy of every regulation so made shall be transmitted forthwith to the Minister of Labour and Manpower and any regulation may, within one month after it has been received, be disallowed by the Gouvernement.
(2)  Every regulation which is approved by the Gouvernement shall immediately after approval or on the day named by it become effective. After the period for disallowance has expired every other regulation which has not been disallowed shall become effective. Every regulation of the Commission, which has become effective, shall be forthwith published in the Gazette officielle du Québec.
(3)  Every person who contravenes any regulation of the Commission or any rule of an association formed as provided by section 115 which has been approved and ratified in conformity with that section shall, for each contravention, be liable, in addition to costs, to a fine not exceeding fifty dollars, but no suit for the recovery of such fine shall be taken without leave of the Commission.
