69. (1)  The Commission, after inquiry, or upon the report of a commissioner, officer or other person delegated by it to make the inquiry, may adopt such conclusions as it may deem just and render a decision accordingly.
(2)  Every person delegated by the Commission to make an inquiry shall, for the purposes of the inquiry, have the powers conferred upon the Commission by section 66.
