18. The sinking fund for the bonded debt of the Authority is maintained and the Minister of Finance is entrusted with its management.

18. The Authority shall submit to the Minister all plans and specifications for the construction of autoroutes, connecting highways, improvements and any proposed related works. Construction thereof shall not be commenced until after the approval of such plans and specifications by the Minister and it must be effected in conformity with the same.
