11. The Authority may also exercise the powers conferred upon it by section 10 with respect to any person who proposes or enters into a contract or matter which, without being an insurance contract or a matter of insurance, is presented to the public as offering advantages similar to those offered by insurance or having characteristics suggesting that it is a contract of insurance.
