3. The Régie is a mandatary of the State.
It is a legal person.

3. The Régie is an agent of the Crown in right of Québec.
The Régie is a corporation within the meaning of the Civil Code of Lower Canada and has the general powers of such a corporation, and such special powers as are assigned to it by this Act.
