78. Compensation for non-pecuniary damage shall not be less than $500.

78. The filing at the office of the court having jurisdiction of the certificate referred to in section 77 gives the certificate the same authority and effect as if it were a judgment from a court having jurisdiction; the certificate is then executory as such a judgment, without appeal.

78. Where the debtor fails to appeal as provided above or where the decision of the Régie is maintained by the Commission des affaires sociales, the chairman or the secretary of the Régie may issue a certificate
(a)  attesting the failure of the debtor to appeal from the decision of the Régie or, as the case may be, confirming the decision of the Commission des affaires sociales maintaining the decision of the Régie, and
(b)  attesting the exigibility of the debt and the amount due.
