39. A person may obtain a restrictive permit, even if he is not a Canadian citizen, provided that he has lawfully been admitted to Canada to remain there permanently, undertakes to apply for Canadian citizenship as soon as he may do so under the Citizenship Act (Revised Statutes of Canada, 1985, chapter C-29), and is domiciled in Québec.
