10. On application by the Attorney General or a person designated by him, a judge of the Superior Court may issue a warrant ordering a peace officer to make the necessary inquiries in view of discovering the whereabouts of a child and take him without delay before the director of youth protection having jurisdiction in the district where the child is in order that the director exercise his responsibilities under the first paragraph of section 11.
