11. Every owner or possessor of hives, bees or accessories who knowingly transfers the ownership of, or transports from one property to another, any infected hives, bees or accessories, and every person who exposes to the open air any infected frames, honeycombs or objects whatsoever, or who conceals the existence of any contagious disease or diseases with which his bees may be infected, or who prevents the inspector from performing his duties, or who infringes any of the provisions of this Division, shall be liable to a fine of not more than $50 for the first offence and of not more than $75 for every subsequent offence.

Every owner or possessor of hives, bees or accessories who knowingly sells, exchanges or otherwise alienates, or transports from one property to another, any infected hives, bees or accessories, and every person who exposes to the open air any infected frames, honeycombs or objects whatsoever, or who conceals the existence of any contagious disease or diseases with which his bees may be infected, or who prevents the inspector from performing his duties, or who infringes any of the provisions of this Division, shall be liable to a fine of not more than $50 for the first offence and of not more than $75 for every subsequent offence.
